To provide a system or the like which enables anyone to obtain even a ticket considered to be difficult to obtain when a fixed "effort" is made over a long period of time.

A server 1 transmits quiz data stored beforehand to a PC 2 of a ticket purchase applicant at every fixed interval of time or randomly. The applicant transmits answer data to the server 1 using the PC 2. The server 1 which receives them determines whether or not an answer is made within prescribed answer time, then performs right/wrong determination processing, and performs the addition processing and sorting processing of a turn waiting order corresponding to the correct answer, incorrect answer or no answer. The server 1 repeats the processing until the prescribed time to start ticket sales. Then, the server 1 establishes the order when starting the ticket sales, and performs ticket sales processing to the ticket purchase applicants equivalent to the number of people for the number of tickets to be sold on the basis of the order.
