The raw material yard arrangement planning method calculates a mountain shape occupying a raw material yard from an amount of the raw material arriving, obtains the mountain shape occupied by the existing raw material, and presumes empty information of the raw material yard in the arrival-scheduled day based on the use amount information of the raw material. The arrival-scheduled raw material is arranged at the optimum empty area of the raw material yard while outputting existence of operation of the heavy machine in order to regulate the mountain shape of the raw material and is output so as to be loaded. At this time, the empty area information and the number of use of the heavy machine are represented as an index, the optimum solution is determined using a function evaluated based on the index, and it is output such that the arrival-scheduled raw material is arranged at the optimum empty area of the raw material yard.
