There are provided a voice data generating part 31, which generates a voice frame in which a voice data, coded for each prescribed cycle T1 is housed, a transmission frame generating part 32 which generates a plurality of transmission frames each of which has a prescribed cycle T2 longer than the prescribed cycle T1, while a voice having the length of a super frame SF is allocated as voice data shorter than that acquired from the voice data generating part 31, and a super frame generating part 32, which arranges a transmission frame having a prescribed cycle T3 of a length which is n times that of the prescribed cycle T2, with 2 to n-1 of voice data in it, for transmission.
