PURPOSE: To carry out high definition recording by mixing in magnetic particles to developer and moving the magnetic particles by imparting shifting magnetic field from outside a liquid tank.

CONSTITUTION: Latent image electrical charge responding to polarity of bias from power source 10 is provided between a transparent conductive layer 1a of a photosensitive medium 1 and a counter electrode 9 in the developer 3. The developer 3 is agitated through the magnetic particles 12 moved by receiving magnetic field of the shifting magnetic field generating means 4, and the capsule toner 5 is electrified. As a result, developing is carried out by electrostatic force of the latent image electrical charge and the capsule toner 5, and the toner image is formed by having the capsule toner 5 adhered to the electrostatic latent image 8. With this constitution, the outer shell of the capsule toner is not broken when the agitation is carried out, and a definite toner image can be obtained.
