In a second virtual buffer, an occupation area increases at second speed faster than the first speed, and the occupation area decreases according to the decoding of the picture contained in the video image data. In the first virtual buffer and the second virtual buffer, the occupation areas of the first virtual buffer before decrease and the second virtual buffer of the second virtual buffer before decreasing are compared, and the smaller occupation area is set as an upper limit in the video image encoding unit.
