To provide a recording reproducing device which can be used for an RLL (Run Length Limited) code for high coding ratio for satisfying multiple conditions of constraint regarding zero run.
A recording reproducing device 20 has an RLL encoder 207 for encoding information bit string, which is multiple successive bits representing an information word, into a code bit string, which is the multiple successive bits representing a code word, and an RLL decoder 237 for decoding the code bit string into the information bit string. Because the RLL encoder 207 encodes the information bit string into the code bit string, which is the high encoding ratio of the RLL code satisfying the multiple conditions of constraint regarding the zero run, and the RLL decoder 237 decodes the code bit string encoded by the RLL encoder 207 into the information bit string, the encoding and the decoding can be performed to the RLL code of the high encoding ratio satisfying the multiple conditions of constraint regarding the zero run.
