PURPOSE: To record and reproduce video signals in the NTSC system as well as the PAL system with one device by delaying signals, which are recorded and reproduced by the first and the second rotary magnetic heads, by a prescribed time when video signals in the PAL system are recorded and reproduced.

CONSTITUTION: A video signal SV is supplied to a recording signal processing circuit 4 through the NTSC side of a changeover switch 3 and is supplied to input terminals in sides A and B of a changeover switch 6 through delay lines 5A and 5B which have delay times of one horizontal period (1Thp) and a half horizontal period (1/2Thp) in the PAL system. The delayed video signal obtained in the output terminal of the changeover switch 6 is supplied to the signal processing circuit 4 through the PAL side of the changeover switch 3, and the video signal is separated into a luminance signal Y and a chroma signal C, and the luminance signal Y is subjected to FM modulation to become a modulated luminance signal YFM, and the chroma signal C is converted to a low band frequency, and they are synthesized to obtain a video signal.
