Because portions where high pressure steam 70 leaks to the outside are reduced as compared with a system supplying steam from a conventional outside of the rotor because steam 70 for cooling of the low temperature and high pressure passes through the inside of the rotor of recovery steam 70 of the high temperature and low pressure and is supplied, leaking steam quantity is reduced.
