PURPOSE: To reduce the number of working processes to rationalize the manufacturing method by simultaneously folding at least two sheets of wrapping materials several times together.

CONSTITUTION: A cigarette block 1 is transferred into a storing pocket 14 in a working station A, and an aluminium foil cut piece 24 is cut. In a working station C, a packing process and a folding process are performed. In a working station D, an end face flap 66 of a wide base side of an aluminium foil cut piece 24 is folded. In a working station E, the wrapping materials 8, 24 sent together form a starting position for the next packing process. In a working station F, an end face flap 67 of a narrow head side and an end face flap 68 of a narrow base side are folded. Then in a working station G, one side of an outer label cut piece 8 is folded in the shape of hose, and a first wide end face flap 69 is folded. In a working station H, the final hose-shaped folding is completed.
