To provide a recycling plant and a recycling method which enable powdery waste such as sludge, construction waste soil and incineration ash to be recycled comprehensively by using a simple apparatus at a low cost.
For recycling sludge as an aggregate of fine grain components having viscosity, a continuous charging/continuous discharging type kneading mixer 1 is used which is composed in such a manner that a discharge port 6 is provided on the outer circumferential side wall of a washtub-like receptacle 2 of a rotary pan type kneading mixer performing kneading by horizontally rotating blades 3 for stirring, provided inside the receptacle 2, and from the upper end opening part of the receptacle 2, precipitated sludge precipitated in a sludge storage pool 10, an additive material, or the like, containing the powdery waste, or the like, are continuously charged, and the blades 3 are rotated to manufacture a recycled material. The recycled material is continuously discharged from the discharge port 6 similarly by the rotation of the blades 3.
