When the locking part 10d of the shield 10 is between the flange 3a of the stud 3 and the flange 11a of the sleeve 11, a reel 8 is fixed to the housing, and when the flange 3a of the stud 3 and the flange 11a of the sleeve 11 are neighboring each other, the reel 8 is released form the housing.
