When receiving an application mail from a user terminal 230, an introducer registration processing part 214 stores a mail address or the like of the user in an introducer database 212, and then generates a private URL including introducer's encrypted information and transmits the private URL to the introducer. The introducer inputs a destination to an automatically generated introduction mail and sends the mail to inform an introduced party of the private URL. When the introduced party accesses the private URL and transmits an automatically generated registration mail, a pair registration processing part 215 stores the mail address of the introducer and the mail address of the introduced party in a pair database 213.
