The planar diffuser 7 is constituted of an upper side glass substrate 8, transparent resin layers 9, 10 having a diffusive function of light and a cover glass 11. The transparent resin layers 9, 10 consist of resin layers with different refractive indexes, and random raggedness is formed beforehand on their joint surface as a diffusive surface.
