To facilitate use of a gas turbine at a place where it is difficult to secure water such as an isolated island.
Heavy oil 14 of elevated temperature and pressure and water 30 under a super critical condition are mixed in a reformer 32 to produce reformed fuel. Reformed fuel is decompressed by a pressure reducing valve 34 and is made into two phases of vapor of water and liquid of reformed oil by temperature drop due to adiabatic expansion accompanying decompression. After that, the reformed fuel is separated into vapor and reformed oil by a gas-liquid separating device 36 and vapor becames water 26 through a condenser 38 and is returned to a water supply system 24. Liquid reformed oil is supplied to a combustor 42 and drives gas turbines 44, 45.
