To provide a reforming device of fuel cell system, the device stably and efficiently heating a reforming catalyst by improving flame stabilizing characteristics of offgas combustion flame to secure combustion stability, even if an increase or decrease is caused in offgas feed rate and as a result, offgas supply is destabilized when heating the reforming catalyst by burning the offgas.
A pipe-like reforming section 31 having a circular cross section is arranged while facing a burner port 43 from which the offgas flow is blown off. Its position is set at an interval S which is larger than an inner diameter d of the burner port and smaller than an outer diameter D of the pipe-like reforming section. A stagnant region R kept in a high temperature condition is formed upstream of the offgas flow where a center axis collides with a proximal point 311, and a flame F1 is stably held. Even when a flow rate gets high, a back stream in the downstream side of the pipe-like reforming section turns into an eddy current, and a recirculation region is formed to form a flame.
