Abstract:
To reduce the energy consumption for the reforming treatment of a treating object, especially a non-conventional petroleum resource.
The reforming plant is provided with a desulfurization reactor 4 to desulfurize a non-conventional petroleum resource X by hydrothermal reaction, a viscosity lowering reactor 5 to lower the viscosity of the desulfurized product by the hydrothermal reaction at a temperature higher than the treating temperature of the desulfurizing reactor 4, and an oil separator 8 to separate the oil component from the treated product of the viscosity lowering reactor 5 as a reformed fuel oil X4.
