When a confirmation confirming that the conditions of a refueling requiring person agrees with the advertisement conditions is inputted, the refueling is carried out. Then, the amount of discount for the refueling fee is calculated, and at the same time, the confirmation and record of refueling are recorded at the refueling apparatus 1. After completion of the refueling, the personal identification information and the amount of refueling are transmitted from the refueling apparatus 1 to a sever device 2.
