PURPOSE: To efficiently drive a turbine, and reduce the temperature of a secondary combustion fire to generate electric power by refuse utilization by means of cheap devices.

CONSTITUTION: A refuse burning power generating method is composed of a fuel manufacturing process 1 for manufacturing liquid or powdered refuse-fuel, the main component of which is waste plastic or waste oil, a primary combustion process 2 for supplying about 80% of the required amount of air to the manufactured refuse-fuel to burn the fuel, causing a combustion fire of about 1300°C, a secondary combustion process 4 for supplying the secondary air containing water to the primary combustion fire to explosively generate pressure, and thus reduce the combustion temperature to about 850°C, a turbine rotating process 5 for rotating a turbine at high speeds through the secondary combustion fire to generate electric power, and an electric generator driving process 6. By using the refuse burning power generating method, electric power can be efficiently generated by means of a cheap turbine.
