The refuse collecting device includes: a refuse storage box 3 for storing refuse and having a rear opening 4; a refuse charging box 5 consecutively installed to the rear opening 4 of the refuse storage box 3 and having a refuse charging port 6 for casting refuse; a refuse loading device mounted on the refuse charging box 5; a mat switch 9 laid in the rear of the refuse casting port 6; and a controller for operating the refuse loading device only when the mat switch 9 is power-on.
