A feed device 4 is provided at the lower part position of a refuse feeding port 2 in a casing 1 provided with the refuse feeding port 2 at the top and a refuse discharge port 3 at the bottom, and a cutting device 18 is provided on one side and a foreign matter discharge pit 49 is provided on the other side. The feed device 4 disposes in parallel shafts 7a, 7b to which a disk 6a provided with a blade 5 and 6b different in diameter are attached separately, and enables rotation of one end of each shaft 7a, 7b with the same speed in the same direction by a driving device 11 for feed installed in the outer side of the casing 1. The cutting device 18 can crush the refuse among cutting disks 20a, 20b, 20c and an anvil 21, and, furthermore, is provided with a refuse pushing unit 22 for pushing refuse 17 forcibly. After homogenizing the refuse thrown in the feed device 4 by passing it through the space part 8 between each shaft 7 and the disks 6a, 6b or performing crush treatment with the cutting device 18, the refuse is discharged by falling from the refuse discharge port 3. A large foreign matter 48 is discharged to a foreign matter discharge pit 49.
