To provide a region extraction device and method capable of extracting a target object from a background while considering an afterimage.
The region extraction device 1 includes an imaging part 15 for acquiring image data of more than three frames on reflected light obtained by irradiating laser light or LED light of a wavelength 1 and a wavelength of 2 on the object, and an operation part 17 for calculating a human skin extraction index NDHI based on operation of image data between the respective frames acquired by the imaging part 15. The operation part 17 comprises an afterimage coefficient calculation means for calculating an afterimage coefficient based on imaging results of the imaging part 15, an intensity calculation means for calculating reflection intensity which the afterimages of the wavelength 1 and the wavelength 2 is eliminated based on the afterimage coefficient, and an index calculation means for calculating the human skin extraction index for extracting a skin region from the background based on the reflection intensity of the wavelength 1 and the wavelength 2.
