An anchoring plate (35) is fixed to a tip section of reinforcement (31) extended inside a base material (30). The reinforcement extended in the base material has a region (33) where adhesion between a surface of the reinforcement and the base material is deactivated so that the anchoring plate at the tip of the reinforcement becomes movable, when force larger than a prescribed load is applied thereto through the reinforcement, within a distance of a confined movable region (37) created inside the base material with a limitation on movement exceeding the movable region.
