A reinforcing plate 4 is wound around the entire circumference of a bridge pier 1, and a grout material 5a is previously filled and hardened in the lower end part inside a clearance S which has been formed by spacers 3, and a sealing material 6 is woundly arranged to the upper end part thereof. A pressure-reducing device 15 is connected to the upper end part of the clearance S, and also a grout injection device 16 is connected to the lower end part of the reinforcing plate 4. While reducing the pressure in the clearance S between the bridge pier 1 and the reinforcing plate 4 by means of the pressure- reducing device 15, the grout material 5a is filled by means of the grout injection device 16, so that the grout material 5a is filled in the pressure-reduced clearance S for integrating the bridge pier 1 and the reinforcing plate 4 by the grout material 5a.
