A temporary adhesive 2 of acrylic rubber is stuck to the back face of a high-strength fiber reinforcing sheet 1 made of a carbon fiber reinforcing sheet, and a separating sheet is stuck on the upper face to form a carbon fiber reinforcing sheet with a separating sheet. After the separating sheet is peeled from the reinforcing sheet 1, the reinforcing sheet 1 is pressed and temporarily stuck to the cleaned outer peripheral face of a building such as a concrete column. An adhesive 5 such as a methyl methacrylate polymer adhesive is impregnated into the reinforcing sheet 1 from the surface of the reinforcing sheet 1 until it reaches the surface of the building 4. Top coating is applied to the reinforcing sheet 1 to form a top coat surface finish layer 6. The reinforcing sheet 1 can be easily connected to the surface of the building 4.
