PROBLEM TO BE SOLVED: To suppress occurrence of uneven usage of channels.SOLUTION: A relay system comprises: a low-order relay apparatus for communicating with a communication apparatus; and a high-order relay apparatus for performing, between the low-order relay apparatus and a plurality of networks, relay of communication. The low-order relay apparatus comprises: a selection unit for selecting identification information for identifying a channel on the basis of an identifier of a network to which the communication apparatus is connected; a granting unit for granting the selected identification information to transmission data transmitted from the communication apparatus; and a transmission unit for transmitting the transmission data to which the identification information is granted, to the high-order relay apparatus. The high-order relay apparatus comprises: a transmission destination selection unit for selecting a transmission destination of the transmission data on the basis of the identification information granted to the transmission data transmitted from the low-order relay apparatus; and a transmission unit for transmitting the transmission data to the selected transmission destination.
