In this remaining battery power determination table 12, a battery voltage and the remaining battery power are set for each of the charging state and the non-charging state of the battery by relating them to each other. A battery voltage measurement part 14 measures and outputs the battery voltage of the secondary battery 11. A sensing part 13 senses and outputs the charging and non-charging states. A remaining battery power determination part 15 refers to the remaining battery power determination table corresponding to the sensing result to determine the remaining battery power level corresponding to the battery voltage measured by the measurement part 14 and outputs the determination result thereof. A battery power informing part 16 informs a user of the remaining power level of the secondary battery by displaying the determination result or the like.
