PURPOSE: To continue to manage a terminal equipment even when the operator of a monitor center is not present or the trouble or the like of an output device is generated by transferring the information of an abnormality to other monitor center as desired.

CONSTITUTION: When the monitor center 2 suffers from the fire and the operator retracts from the monitor center 2, a transfer switch 25 is thrown. Thereby, a control part 21 stores the information from the terminal equipments 1-1W1-n in a disk 24, dials the telephone number of other monitor center 5 to connect through a telephone line 3, a telephone exchange 4 and output the information stored by the disk 24 to the center 5. Accordingly, in the center 5, the management of the equipments 1-1W1-n can be continued.
