In this remote monitoring system in which an image transmission controller 3 to which a monitoring camera 1 and a universal head are connected and an image receiving controller 5 to which an image monitor 6 and a console 7 are connected are connected through a network 4, the controller 5 sends a start instruction that starts the operations of the zooming of the camera 1 and the head 2 and a stop instruction that stops them, and the controller 3 receives these instructions and makes the head 2 and the camera 1 operate in accordance with the instructions. In such cases, a controlling part of the controller 3 calculates a delay elapsed time from when a stop instruction is sent to the stop instruction until an image of the position where the camera 1 is stopped is reflected on the monitor 6 and returns the camera 1 and head 2 by the value from their stop positions and stops them.
