PURPOSE: To correspond to the simultaneous operation of operating switch by storing once the action of plural switches of the operating switch and outputting it to a PCM code generating circuit in a priority sequence determined beforehand for the switch.

CONSTITUTION: When plural switches SW1∼SW12 of an operating switch 1 are simultaneously operated, the operating condition of the operating switch 1 is stored into an operating memory circuit 6. For such a reason, when the operating contents are transferred to a PCM code generating circuit 3 by a progressive circuit 7 in the sequence from the higher priority sequence out of the memory contents of the operating memory circuit 6, the load can be controlled even when the operating switch 1 is simultaneously operated, it is not necessary to operate the switches SW1∼SW12 for the load when many loads are operated and the load can be operated simultaneously.
