In a monitor 12 for operation, a control section 14 displays a screen for locating, which points out the whole area which can be photographed by a monitoring camera 50 using directional control. When the operator specifies an imaging direction by using an input device 11 through the screen, a coordinate corresponding to the direction, is read from an information storage area 13a for locating, and a prediction image corresponding to the coordinate, is read from a storage area 13b for the prediction video image, to be displayed on a display area for the prediction image in the monitor 12. Further, when the operator specifies the imaging direction on the display area, in time with the specification and through the screen for locating, the coordinate of the specified imaging direction is fine adjusted. Then, with the H driving mechanism 30 and the V driving mechanism 40, the direction which the operator demands is imaged.
