To respective reporting devices 4a, 4b, 4c, etc., one or more surveillance cameras 5a1, 5a2, 5a3, etc. are connected. Video signals outputted from these cameras are encoded into compressed video images based on a predetermined standard, and encoded video information is transmitted to a management server 2 via a high speed network 1. When an emergency button 46 which is provided to each of the reporting devices 4 is depressed, each of the reporting devices 4 is switched to an emergency mode. The emergency mode signal is transmitted to the management server 2 via the high-speed network 1, the images photographed by the above three surveillance cameras etc. are encoded and converted to high definition compressed images, and is separately recorded into a compressed information storing unit 16 provided to the reporting devices 4. Video images photographed by the surveillance cameras connected to the reporting device, which are normally transmitted to the management server 2, are encoded and converted to the high definition compressed images and stored into the compressed information storing unit when the device is switched to the emergency mode. Consequently, the load to be charged onto the network can be reduced while storing the high definition video images.
