To provide a reservation management device, a reservation management method, a program, and a system that prevent the same applicant from making multiple reservations in online reservations.SOLUTION: A reservation management device 10 includes an acquisition unit 11 configured to acquire application information about an applicant input from a terminal device 20 and first determination information that has been generated in advance by an issuing agency and is to be presented to the applicant, a generation unit 12 configured to convert the acquired application information based on predetermined conversion processing to generate second determination information, and a permission unit 13 configured to permit the applicant to make a reservation when the input first determination information and the generated second determination information match and the first determination information is unregistered.SELECTED DRAWING: Figure 1
