To provide a countermeasure construction method capable of preventing substantially a harmful residual settlement, because a life cycle cost of a facility amounts to a massive value when the residual settlement is continued for a long period.

A consolidation settlement before using the facility is promoted positively by using jointly a wave consolidation construction method, a vacuum consolidation construction method and a vertical draining construction method, so as to reduce the residual settlement. The consolidation settlement is delayed by stopping a vertical draining function, in the consolidation settlement after used, and an allowance residual settlement amount of the facility is made to appear after a life of the facility. Fig.1 shows a crosssectional drawing of a construction situation promoting positively the consolidation settlement before using the facility.
