A resource allocation update unit 13 is connected to an RNC function unit 11 and a base station function unit 12 to perform allocation control over a resource such as the number of codes allocated and electric power reported from the RNC function unit 11 to the base station function unit 12, etc., and to store allocation information on the resource in a resource allocation information storage unit 16. A resource use information detection unit 15 detects information on the use state of the resource on the basis of the use state of the resource from the base station function unit 12 and clocking information from a timer 17, and reports the information on the use state of the resource to a resource allocation determination unit 14. The resource allocation determination unit 14 determines whether the allocation of the resource is updated on the basis of the information on the use state of the resource.
