The control method includes; a control step for realizing impartial job assignment where the job assignment xi of n-sets of job skills to which agents belong is expressed as xi=(x1i, x2i,-xni) and the total sum of assignment ratio to k-people agents with respect to each job skill 1 (=1,-n) is the unity.
