A management center collects resource quantity information showing the quantity of resources stored in stockpile facilities arranged so as to be distributed in a region, and adds the quantity of resources shown by the collected resource quantity information, and transmits the addition result to communication equipment so that it is possible for residents in the region to easily know the quantity of resources in the region. The current quantity of resources is disclosed and improvement in consciousness to the resource stockpile can be expected. Those stockpile facilities are arranged as any of a house or an office where a life or business is managed and a vehicle, and since the resources are temporarily stored for managing the life or business in those stockpile facilities, even when any disaster does not occur, those resources can be used without any waste.
