PURPOSE: To reduce the cost of a device and to promote durability by lying and filling a plurality of steel balls and viscous materials between a column and foundation of a building and, at the same time, loading a horizontal spring between a skeleton of the building and a foundation structure.
CONSTITUTION: A plate-like piece 1 in which a plurality of steel balls 2 are buried so that they are cable of rolling is formed, and it is mounted between a column A and foundation B through horizontal steel plates 3 and 3'. Then, the peripheral edge of the plate 1 is coated with a rubber sheet 4 and an enclosing plate 7, and corrosion resisting viscous materials 5 such as grease are filled inside the plate. After that, a horizontal spring G consisting of an air spring is loaded between the outside of the column A and a retaining wall E. A bundle consisting of a large number of steel bars or a rubber block as the horizontal spring is provided, and it may be lain and fixed between a beam C and a floor slab D. According to this constitution, the insulation of horizontal earthquake force and horizontal direction stability can be maintained and, at the same time, a device at a low cost and with excellent durability can be formed.
