The response generation device comprises: a response generation section 14 for generating a plurality of speech candidates; a response selection section 15 for selecting one piece of response speech from the plurality of speech candidates; and a concept database 16 which defines "abundance of subject" and "feeling" for every concept. The response selection section 15 determines priority of the speech candidates by using the "abundance of subject" and "feeling" of the concept included in the speech candidates by referring to the concept database 16, and response speech of the speech candidate of the highest priority is performed.
