To recycle wasted vinyl paper as qualified vinyl wall paper without mix-in of a foreign substance such as an EVA resin, an iron piece and the like.

The waste vinyl wallpaper with attached liner paper is finely crushed into powder having a size not larger than a predetermined size by two steps of a rough crushing and a fine crushing. The iron piece mixed in the crushed flake is attracted by magnetism and removed. The flake from which the iron piece is removed is melted and is rolled into a film as a recycled vinyl chloride wallpaper. By this, the compound can be excellently rolled without adding an EVA resin to disperse a fiber of the liner paper in the compound. Further it is possible to prevent a resin other than the vinyl chloride from mixing in the vinyl chloride wallpaper as the foreign substance and to prevent a substance other than the iron piece from mixing in the vinyl chloride wallpaper as the foreign substance.
