PURPOSE: To enable long-time succeeding operation, by arranging a first anode and a second anode in an electrolytic cell while arranging cathodes corresponding to anodes and respectively adjusting current values independently.
CONSTITUTION: When a current is supplied to an electrolytic apparatus 1 while seawater is introduced thereinto through a pump P1, a polyvalent metal ion is eluted from a first anode 1 to form metal hydroxide acting as a flocculant in seawater. Chlorine is formed at a second anode 2 but formed at the part of a cathode 3 and reacted with sodium hydroxide eluted in seawater to be mixed in seawater as sodium hypochlorite. Further, current values not only between the first anode 1 and the cathode 3 but also between the second anode 2 and the cathode 3 can be independently controlled and can be controlled corresponding to the mixing amount of suspended substances or bacteria in seawater.
