Thus, it is not necessary for a worker to peel the insulating film for the surface heating element 11 and the lead wire 2 each time, so that the load of the worker can be reduced, and a mass production can be performed. Therefore, the manufacturing cost can be reduced to provide a product inexpensively. Since the rivet member 11 and the resin seal washer 20 are pressureconnected, the conducting part between the surface heating element l and the lead wire 2 can be sealed.
