To surely collect entrance fee from a vehicle to which electronic charging can not be performed by electronically charging an entering vehicle without using an on-vehicle unit using an IC card.
For a vehicle entering an entrance restricted area, a vehicle number and a charge claiming destination are preliminarily registered in a registered vehicle list 21 of a charging center 20. A number plate of the vehicle 50 is photographed by a camera 5 installed at the entrance and the exit of the restricted area, the vehicle number is acquired by an image processor 6 and collated with the registered vehicle list. When the vehicle number is registered, the vehicle is made to pass without stopping it and fees are charged to the charge claiming destination. When no vehicle number is registered, the vehicle is stopped by a vehicle stopping means 15 and collects the entrance fees on the spot.
