A road mirror is formed to have a surface layer in the surface of a base material in which photocatalytic particles, water repellent silicon, and a substance for preventing the hydrophilic property due to photoexcitation of the photocatalyst of the water-repellent silicon are contained. Otherwise, a layer containing photocatalytic particles and water repellent silicon is formed on the surface of the base material, and further a substance for preventing the hydrophilic property due to photoexcitation of the photocatalyst of the water repellent silicon is fixed at least to a part of the layer surface thereof.
