To provide a road property estimation device capable of easily estimating whether or not a road includes a rut, a gentle depression, or the like.SOLUTION: A road property estimation device 10 includes: for example, an acquisition unit 20 for acquiring actual travel information indicating a current travel state of a vehicle, position information indicating a current position of the vehicle, and weather information of an area in which the vehicle is present; a detection unit 22a for detecting presence or absence of a water pool of a road on which the vehicle travels based on comparison results between reference travel information indicating the travel state of the vehicle on a road surface where there is no water pool and the actual travel information and weather information; an estimation unit 22b for estimating road properties of the road where a water pool is formed based on a distribution mode of position information corresponding to the actual travel information when a water pool is detected on the road; and an output unit 22c for outputting property information including the road properties.SELECTED DRAWING: Figure 1
