The roadside panel 1 is constructed in a manner such that a composite glass 10, which is formed by laminating a plate glass 12 and a net-inserted plate glass 14 with an intermediate film 16 between them, is fixed in a frame body 20. In the composite plate glass 10, the plate glass 12 is thinner than the net-inserted plate glass 14. The roadside panel 1 is installed, having the frame body 20 that is fixed with the composite glass 10 with the plate glass 12 side facing private land, while the net-inserted plate glass 14 side facing a road R.
