PURPOSE: To facilitate the removal of snow on the road by mixing powder of infrared rays radiating material capable of emitting infrared rays even at low temperatures into at least surface layer portion of a road surface by using a road surface constituting material such as asphalt.

CONSTITUTION: An infrared rays radiating material capable of emitting sufficient amount of infrared rays even at low temperature is mixed into at least top layer portion of a road surface constituting material such as asphalt. As the infrared radiating material, ceramic powder or the like is used. The infrared rays radiating material is caused to emit far infrared rays which are liable to be absorbed in water for thawing snow lying on the road, forming a water layer on the road surface, and causing the snow on the road to be easily separat ed. As a result, the snow can be easily removed simply with the running of vehicles on the road.
