This system is provided with a sewerage pipe D buried in the ground, a heat absorption pipe 11 laid in a pavement body H to absorb atmospheric heat, and a heat radiation pipe 12 connected with the heat absorption pipe 11 to release quantity of heat into sewage W of the sewerage pipe D. The heat absorption pipe 11 and the heat radiation pipe 12 are communicated with the sewerage pipe D and are mutually connected by a heat transfer pipe 13 laid in at least two manholes M provided at a predetermined interval to form a closed type heat circuit by the heat absorption pipe 11, the heat radiation pipe 12, and the heat transfer pipe 13.
