This rocking device 8 rocking a valve plate 2 is composed of: an actuator 28 arranged on a side surface of the housing 1; an operation rod 33 extended from the actuator 28, having an end part entering the housing 1 and linearly reciprocatively driven by the actuator 28 in a direction parallel to the valve plate 2; a cam groove 38 formed on the valve plate 2; and a cam shaft 39 attached to the operation rod 33, fitted in the cam groove 38 to be displaceable, and converting the linear motion of the operation rod 33 to rocking motion of the valve plate 2 in cooperation with the cam groove 24.
