To enable a chemical fluid to efficiently come in touch with the hair in a compressed situation and the chemical fluid to uniformly come in touch with the whole hair (to a deep layer) which is to be applied with a partial permanent wave in the improvement of a rod for the partial permanent wave in the case of applying the cold permanent wave.

In the rod for the permanent wave comprised of a combination of an outer rod and an inner rod, the outer rod is so constituted that two circular arc type members are connected through a rotation shaft to be opened and closed and the opening and closing operation is executed by an operation of an operation lever extending from the rotation shaft to the outside, wherein a liquid-permeable elastic body for applying the chemical fluid is attached to an inner periphery and a chemical fluid-injecting mechanism for the permeation of the chemical fluid is disposed on the outside, and on a periphery of the inner rod, a liquid-permeable elastic body for applying the chemical fluid is attached and many comb-like projections which is engaged with the hair to hold the hair on the periphery of the inner rod are formed to project to the outside of the liquid-permeable elastic body.
