The roll forming device where flat plates are pressed against a core roll, a work A is fed to the contact parts therebetween, and bending is performed to produce a pipe is provided with: a taper core roll 1 in which the dimensions of the sizes in both ends are different; a pair of working flat plates 2 and 3 arranged with the taper core roll 1 held; a guide band body 4 interposed between the taper core roll 1 and a pair of the working flat plates 2 and 3, and passing through the surface of the taper core roll 1 on the side into which the work A is inserted and the side opposite thereto, and whose both tips are fixed to each end part of the side into which the material A to be worked is inserted in each working flat plate 2 and 3; and working flat plate moving apparatuses 5 and 6 moving a pair of the working flat plates 2 and 3 freely movably forwards and backwards to the taper core roll 1.
